
The €207 million North Quays project remains within budget, but “pressure points” are beginning to emerge, according to Waterford City and County Council.
Acting Director of Services, Seán Dobbs, provided the update at a recent plenary meeting, outlining both financial and construction progress on the landmark development.
Budget Holding – But Concerns Noted
Mr Dobbs confirmed that the North Quays project is still operating within its allocated budget, but warned that challenges are beginning to surface.
“I’m conscious the flood defence works are still ongoing and there are flood defence works to still start,” he said.
He also revealed that an application has been submitted for additional support under the Government’s €1 billion Housing Infrastructure Investment Fund, which is designed to support large-scale infrastructure projects nationwide.
Progress on Key Infrastructure
Construction across the North Quays project continues to advance, particularly around the new train station.
The northern façade of the station is now complete, with scaffolding removed, while internal works; including mechanical and electrical fit-out are well advanced.
Testing of operational systems is expected to begin in the coming months.
Transport and Public Realm Works
External works to the north of the station are nearing completion, including:
- A new public plaza
- Bus, bicycle, and car set-down areas
- Train platforms
- Landscaping, lighting, and street furniture
Work on the station’s southern entrance is scheduled to begin in 2026.
Iarnród Éireann will also install signalling, electrical, and telecoms systems through 2026 and 2027, with the station expected to open by the end of 2027.
Flood Defences and Bridge Development
Flood defence works form a critical part of the North Quays project.
- Works between Plunkett Station and the new station are now complete
- Western defences at Sallypark are ongoing
- Central works through Plunkett Station are expected to begin soon and continue into 2027
Meanwhile, the sustainable transport bridge is at an advanced stage, with completion also anticipated by the end of 2027.
Long-Term Vision for Waterford
The North Quays Waterford project is one of the largest infrastructure developments in the South East and is expected to transform connectivity and economic activity in the region.
While progress continues on site, the council has acknowledged that managing costs and delivery timelines will remain a key challenge in the coming phases.
