Waterford went close to breaking the deadlock in the space of four minutes in the freest half, when JJ Lunney had a shot tipped over the bar by James Talbot and shortly afterwards Izzy Akinade had a shot from inside the box saved.
The only time Bohemians looked dangerous in the first half was on 40 minutes but Maxim Kouogun prevented Keith Ward from scoring.
Rory Feeley had a shot saved by JT, but Bohs should have scored on 61 minutes when substitute Dinny Corcoran shot wide from six yards. The last action of the match came on 84 minutes when Paddy Kirk went inches wide from 20 yards.
Elsewhere last night, goals from Pat Hoban and Michael Duffy helped Dundalk to a 2-1 win at home to SSE Airtricity Premier Division leaders Shamrock Rovers.
That defeat - Rovers' second of the week - reduces their lead to four-points with Dundalk and Bohemians both having a game in hand.
Cork City's woeful season continues - they had Conor McCormack sent off in a 2-nil defeat away to Derry.
St. Pat's got the better of the Dublin derby at Richmond Park, beating UCD 2-nil.
Bottom side Finn Harps drew 1-1 away to Sligo.
