There are concerns that a new scheme, whereby local authorities purchase HAP properties, is not being delivered in West Waterford.
That's according to Councillor John Pratt who raised the issue at this month's Dungarvan/Lismore district council meeting.
"I suppose there is a kind of perception out there," Councillor Pratt told members present, "that the minister is saying there is loads of money there to buy properties.
"For someone that's living in HAP accommodation, that property comes up [for sale], and that the council would have the opportunity of buying it.
"But, in reality, I'm not hearing that we have bought too many in that particular situation."
The scheme allows councils to purchase properties from private landlords to avoid tenants being evicted.
However, Councillor Pratt believes Waterford has been slow to act on this.
"I don't think we've bought any," he continued, "It's just that I've had someone onto me very upset during the week and she's hearing this at a national level - a great announcement, this is available, brilliant.
"But when it actually goes into action on the ground at the moment, I don't think it is as simple as that."
Responding to Councillor Pratt, Senior Executive Officer with Responsibility for Housing, Claire Hartley stated that there has been no guidance given on this scheme:
"We haven't, to date, been issued any guidance on it. As I understand it, there is a circular to issue and I think it is imminent.
"As far as I know, there are figures being put against the number of units that should be purchased under the scheme.
"As it stands, we don't have guidelines for it but we have been looking at it from a housing point of view - a housing needs point of view - which we would understand pretty well.
"But certainly, the circular and the guidance will give us much more clarity on it."
