A Waterford Fine Gael Senator is refuting claims that new planning proposals would exclude people.

It comes as residents' associations and the Green Party have raised concerns about the draft reforms to planning arrangements.

They would see residents' groups no longer allowed to take High Court action against developments.

But speaking on Déise Today, Senator John Cummins says he doesn't think the plans are restrictive.

"I don't think there's any attempt to exclude anyone," he said.

A group of residents will still be able to make an objection or observation on planning applications, but they will have to do so as a goup of individuals as opposed to in the name of the Resident's Association.
