Waterford City and County Council say they are disappointed that they had the third lowest score in the first National Integrity Index on Local Authorities.
Transparency International Ireland carried out the survey based on councils' Transparency, Accountability and Ethics.
Waterford got 9 points out of 30 overall.
On Transparency, Waterford scored just one point.
The survey found that minutes of council proceedings were not provided online in a timely manner.
There were no submissions on development found online.
No procurement policies were published on the council website.
While it was found that reports on councillor expenses and payments were published
councillor attendance was not included.
Director of Services for Corporate Affairs Fearghal Reidy said independent of this survey, they had put measures in place to improve how they operate in a transparent way.
On accountability the council scored 5 out of 10.
The Council did not provide a decision on FOI requests within four weeks and was not fully responsive to requests from the public.
Fearghal Reidy says this survey was just a snapshot at that time.
