A major Tramore housing development has been approved after planners granted conditional permission for 99 new homes in Newtown, Co. Waterford. The decision marks a significant step forward for Phase 3 of the Sea Cove residential scheme, subject to strict planning conditions.

Waterford City and County Council approved the development earlier this month, allowing a mix of semi-detached, detached, and duplex homes to proceed. The project will include a combination of three- and four-bedroom houses, along with apartment units, as part of a broader expansion of the Sea Cove estate. However, one of the most significant elements of the decision centres on housing provision requirements. The developer must enter into a formal agreement with the local authority to deliver social and affordable housing under Part V of the Planning and Development Act. This condition ensures that a portion of the development directly supports local housing needs. Planners confirmed that the developer must finalise this agreement within eight weeks. They also require the developer to deliver the agreed housing units within specific timelines. This condition reflects ongoing efforts to address housing demand in Tramore and the wider Waterford area.

Changes to Original Planning

The approved plans also include notable changes from earlier proposals. The developer has removed previously approved apartment blocks and certain detached homes from the original design. In their place, the revised layout focuses more heavily on traditional housing units and smaller-scale apartment buildings. Council planners stated that the development aligns with zoning objectives and the surrounding residential character. They concluded that the project supports the proper planning and sustainable development of the area, provided all conditions are met. In addition to housing requirements, the permission includes a substantial financial contribution of over €357,000 towards local infrastructure. These funds will support community amenities, transport, and drainage works in the area. The development cannot begin until the final grant of permission is issued. If it proceeds, the project will form a key part of ongoing residential expansion in Tramore, as demand for housing in coastal and commuter areas continues to grow.
