A social welfare package of €2.7 billion will highlight one of the biggest Budgets in the history of the State.
Over 70s will be allowed to bring a friend on public transport for free under last minute plans.
Coalition party leaders signed off on the measures late last night ahead of a Cabinet meeting this morning.
Speaking to WLR, Taoiseach Simon Harris says today will make many positive changes.
"I know people in Waterford are very conscious of the cost of living challenges, that yes, the economy is going well, yes, inflation's fallen, more people have a job than ever before. There's many reasons to be positive about our country, and of course we're going to deliver a budget today that's going to invest more in housing and water and electricity, more for our schools, our universities, to support the Gardaí, all of that you can take as absolutely read. But in addition to that, because that's not enough in and of itself, we also have to do stuff in the here and now."
Taoiseach Simon Harris told us where the difference will be felt.
"We have to help people between now and Christmas with the cost of living. We have to help put a bit of money back in people's pockets, whether that's a pensioner, a person with a disability, a carer, a parent trying to meet the cost of raising a child. You can absolutely expect this afternoon a cost of living package that will help people in Waterford between now and Christmas, and that package will be a couple of billion euro that I think will make a real difference to people. I've heard people, I've heard how serious the cost of living crisis is. Today we will act."
The budget is to be announced by Minister for Finance Jack Chambers, followed by Minister for Public Expenditure Paschal Donohoe, in the Dáil chamber from 1pm on Tuesday.
