A significant new housing development is being proposed for Lacken in Kilbarry, Waterford City.

Planning permission has been sought for seven years to construct a total of 99 residential units as part of Phase 7 of a wider masterplan.

The proposed development includes thirty three-bed, two-storey semi-detached houses, one three-bed, two-storey detached house, twenty-two four-bed, two-storey semi-detached houses, and four four-bed, two-storey terraced houses.

In addition, three apartment blocks are planned, comprising eighteen two-bed apartments and twenty-four one-bed apartments.

The application also outlines the creation of two pedestrian and vehicular access points from the existing Kilbarry Road, as well as associated site works.

Plans feature landscaping and boundary treatments, along with the provision of car parking, bicycle parking, and public lighting.

A Natura Impact Statement and an Environmental Impact Assessment Report have been submitted in support of the application.

The development aims to contribute significantly to the ongoing residential expansion in the Kilbarry area.

In 2024, Ireland completed 30,330 new housing units, marking a 6.7% decrease from the 32,695 units completed in 2023. This figure fell significantly short of the government’s target of 40,000 homes for the year.

Looking ahead, the Irish government has set an ambitious goal to deliver an average of 50,000 homes annually from 2025 to 2030.
