Only 38 properties for people accessing the Housing Assitance Payment - or HAP - were available to rent in Ireland last month.
That's according to the Simon Community's latest 'Locked out of the market', report.
While there were only 38 properties available for rent for HAP tenants across the country in March - there were none in Waterford City.
The report analysed the current market in 16 areas - and looked at the properties available to rent under the current standard or discretionary limits.
In Waterford City, Athlone, Cork City, Galway City and suburbs, Limerick City and suburbs, Leitrim, Sligo Town, and Portlaise - there were no properties.
32 of the 38 properties available were in Dublin.
1 thousand 180 properties were available at any price nationally - but unaffordable for those in receipt of HAP.
