There were only 43 properties available to rent under the Housing Assistance Payments (HAP) scheme across the entire country in June.
The latest Locked Out of the Market report from the Simon Communities found no HAP properties in 10 of the 16 areas it surveyed, including Waterford City Centre.
There were also none available in Athlone, Cork City Centre, Cork City Suburbs, Galway City Suburbs, Galway City Centre, County Leitrim, Limerick City Centre, Sligo Town, and Portlaoise.
Executive Director of Simon, Wayne Stanley, has described the findings as "concerning" particularly in light of the growth in homelessness.
He says a fund to build more social housing is urgently needed.
