David Flynn Limited has submitted a new planning application to Waterford City and County Council for a 20-unit residential development at Mayfield Road, Lismore.

The application was received on January 13, 2026, with a decision expected by early March.

Details of the Proposed Development

The proposed scheme includes a mix of apartments and houses. The proposals are for eight one-bedroom own-door apartments, eight two-bedroom own-door apartments and four two-storey, three-bedroom terraced houses

The development also provides 29 car parking spaces, along with 22 long-term bicycle spaces and six visitor bicycle spaces. The application includes all associated site and infrastructural works.

Previous Application Refused in 2025

The developer had previously sought permission for housing at the Mayfield Road site.

David Flynn Limited submitted an earlier application in September 2024, which the council refused in May 2025.

At the time, the planning authority stated it was not satisfied that the development could be adequately serviced.

The refusal cited unresolved issues relating to:

  • Foul drainage

  • Surface water management

  • Water supply connections

The council also said the applicant had failed to demonstrate that a connection to the public network was technically feasible to the satisfaction of Uisce Éireann.

Planners concluded that the development would be premature without confirmed servicing solutions and could be prejudicial to public health.

Council planners will now assess whether the revised application addresses the concerns raised in the earlier refusal.

Council planners expect to issue a decision on the new planning application by around March 9, 2026.
