
Conditional planning permission has been granted for a large mixed‑use development on Richard A. Walsh Street, Dungarvan, Co. Waterford.
The proposal, submitted by applicant Shane Houlihan, outlines plans to transform part of the former Glanbia site into a modern retail and residential hub.
Two New Buildings Planned for the Town Centre
The development includes the construction of two, two‑storey buildings, designed to deliver a blend of retail, residential, and community‑focused amenities.
Building 1: Anchor Retail Store, Café and Apartments
Building 1 will feature:
- A 1–2 storey anchor convenience and comparison retail store
- Approximately 2,215 sq.m of net retail sales area
- Approximately 1,540 sq.m of back‑of‑house, storage, and office administration space
- A 142 sq.m café
- Two entrance lobbies totalling 113 sq.m
The first floor will include:
- Three 2‑bedroom apartments (each approximately 81 sq.m)
- One 3‑bedroom apartment (approximately 125 sq.m)
- A management suite (approximately 81 sq.m)
The total gross floor area of Building 1 is projected at 4,737 sq.m.
Building 2: Two Retail Units
Building 2 will consist of a two‑storey retail building divided into two units:
- Unit 1:
- Approximately 1,539 sq.m net comparison retail sales area
- Approximately 813 sq.m of back‑of‑house and administration space
- Unit 2:
- Approximately 596 sq.m net comparison retail sales area
- Approximately 329.8 sq.m of back‑of‑house and administration space
The total gross floor area of Building 2 will be 3,468 sq.m.
Parking, Access and Site Infrastructure
The development includes:
- A surface car park with 154 spaces
- New bicycle parking facilities
- A redesigned vehicular entrance replacing the existing access from Richard A. Walsh Street
- An ESB substation and switch room
- Roof‑mounted solar PV panels
- New signage, including a totem sign
- Landscaping, boundary treatments, and full site‑service provisions
Strategic Location for Dungarvan’s Growth
Located on a key town‑centre site, the project aims to revitalise a long‑underused area while supporting local retail expansion and providing new residential units.
If approved, the development would represent one of the most substantial commercial investments in Dungarvan in recent years.
