Independent TD Matt Shanahan has lost out to Sinn Fein Councillor Conor McGuinness in the battle for the fourth and final seat in the Waterford constituency.
It had been tight from the start and came down to the 12th count and the distribution of votes following the elimination of Councillor Mary Roche of the Social Democrats.
McGuinness ended on 9,519 with Shanahan on 8,526.
It means Sinn Fein now have two TDs in Waterford - David Cullinane and Conor McGuinness.
