Opposition TDs have questioned the Government’s housing targets, despite the Housing Minister rejecting claims of complacency after new figures showed a 20 per cent rise in completions.

New home completions rose by more than 20 per cent last year. 2025 marked the highest total since the Central Statistics Office began tracking the data in 2011.

The CSO reported 36,284 new homes in 2025, up 20.4 per cent on 2024.

Housing Minister James Browne welcomed the figures and said they show a clear increase in supply.

“We see strong progress, but we are not complacent,” Mr Browne said.

Apartment construction surged. Builders completed 12,047 units in 2025, a 38.7 per cent increase.

Dublin and the Mid-East accounted for 57.6 per cent of all completions. The region includes Kildare, Louth, Meath, and Wicklow.

Clondalkin led all local electoral areas, with 1,399 homes completed.

Mr Browne also cited mortgage figures from the Banking & Payments Federation Ireland. Drawdown volumes rose by almost 8 per cent in 2025.

First-time buyers drove the market and made up 60 per cent of drawdowns. The 27,652 mortgages issued marked the highest level since 2008.

The Minister said the Government remains focused on its housing plan, Delivering Homes, Building Communities.

“We have record State funding and rising confidence in the private sector,” he said. “I will take every action necessary to build on this progress.”

The Government has set a target of 300,000 homes between 2025 and 2030.

However, this year’s total fell 4,716 homes short of the previous 2025 target, which the Government has since dropped.

Social Democrats housing spokesperson Rory Hearne criticised the Government’s approach.

“These figures show why the Government abandoned annual targets,” he said.

“With only 36,284 homes delivered, well below what the crisis demands, the outlook remains bleak.”

“The Government is spinning its wheels on housing and relies too heavily on investors and institutional landlords,” he added.
