The case of a man sleeping in a tent on the greenway has been raised by a local councillor.
This follows as council policies around homelessness were discussed at this month's plenary meeting.
Councillor Éamon Quinlan says he knows there are a number of people sleeping rough around Waterford, including one man who sleeps in a tent on the greenway.
As it stands there's a policy whereby homeless people can only be accommodated in their own county, with exceptions made in emergency situations.
However, Councillor Quinlan believes a new arrangement should be made between local authorities.
Speaking at this month's meeting, he suggested that Waterford Council could engage with other regions in order to offer a 'homeless amnesty.'
In a bid to reduce homelessness, he suggested: "People right across the country would take in the homeless people in their county, even if they're from other areas."
Housing Director with Waterford Council, Mr. Ivan Grimes said: "We would not turn anyone away from emergency accommodation. The same policy applies across every local authority across the country. It's an issue in every local authority, I can assure you, but the approach in relation to a county connection is consistent across the country."
