A planning application for 97 dwelling units on Mount Sion in Ferrybank has been refused.
The application, lodged in the name of Kilkenny Walsh Ltd is linked to Waterford Castle businessman Seamus Walsh.
22 public submissions were received by Kilkenny County Council in relation to the proposed development.
A combination of two and three storey houses were included in the application, together with three and four storey apartment blocks.
Among the reasons for refusal of planning were potential visual impact, traffic hazard concerns, and potential environmental hazards.
It is considered the proposal will impact the pleasing visual aspect of the rockface and the hilltop of Mount Sion when viewed from the surrounding area, and would have a negative impact on the sensitive landscape.
It is also considered that the proposed development will result in a substandard development in relation to road layout and the applicant has failed to demonstrate that the proposed development will not result in a traffic hazard.
An option to appeal the decision can be made to An Bord Pleanala.
