
Planning permission has been granted for a 155-home large scale residential development in Dungarvan.
Applicant S & K Carey Limited applied to Waterford City & County Council for permission for the development of 113 homes, 42 apartments, a creche and a spine road at Duckspool, Dungarvan on February 20th.
In a ruling on April 16th, the local authority granted planning permission for the development subject to 27 conditions.
The development is comprised of 5 two-storey 4-bed homes; 48 two-storey 3-bed semi-detached homes; 10 two-storey 4-bed semi-detached homes; 6 two-storey 4-bed terraced homes; 35 3-bed two-storey terraced houses; 8 three-storey 4-bed semi-detached homes; 1 three-storey 4-bed terraced home and 42 apartments in a three-storey block made up of 24 1-bed apartments and 18 2-beds and a 3-classroom creche.
The proposed development will include alterations along the existing public road frontage, a spine road with footpaths and cycle access from the public road (LR3168) to serve the proposed development, adjacent lands including existing GAA grounds, lands zoned for new residential, residential strategic reserve and community infrastructure.

As per the conditions set out by Waterford City and County Council, the applicant will pay an initial contribution of €566,690 to Waterford City and County Council as part of the Development Contribution Scheme – while the applicant will also pay a special final contribution of €751,750 to the Planning Authority in respect of required improvements to road infrastructure – namely a new roundabout at the junction of the N25 and the Burgery to service the development.
An allocation of the houses must also provide social and affordable housing as per relevant legislation – while connection agreements must also be reached with Uisce Eireann and 10% of all on-site car parking spaces must provide electric car charging points.
Mitigation measures set out in the Site Specific Flood Risk Assessment must also be implemented in full while no construction can take place on Sundays or public holidays.
A decision is awaited from An Bord Pleanala on or before June 3rd in relation to an adjacent site – which could ultimately lead to the construction of 373 homes in the immediate area.
