Independent Councillor Joe Kelly says an ever increasing housing list, and a lack of landlords willing to accept social welfare payments is compounding the housing crisis locally.
Latest figures show there are 1,448 people currently on the social housing list in Waterford.
The Council have also been running a choice based letting scheme since last September and over six months there were 2 thousand 4 hundred expressions of interest in 33 properties
