Gardaí in Waterford City believe an attack on a house in the Mount Sion Avenue area is connected to an alleged assault in the early hours of this morning.
A window and a door of a property were smashed just after midnight.
A 52-year-old man was found with head wounds in Monastery Street a short time later, at approximately 12.15am.
He was brought to University Hospital Waterford, where his injuries aren't believed to be critical.
Two men, aged 31 and 32, were discovered nearby and were arrested by Gardaí.
It's understood that an axe was found at the scene.
They're being questioned at Waterford Garda Station.
Fianna Fáil councillor Eamon Quinlan says anti-social behaviour is a huge problem in Mount Sion Avenue:
"For some time, the local community has been reporting to both myself, Waterford City and County Council, and to the Gardaí in Ballybricken station, heightened tensions in the area due to disputes amongst several occupants. Residents believe this is related to drugs and unfortunately last night things very much got out of hand and they escalated quite a bit.
"I believe a hatchet was used; the door and front window of the property smashed in. Gardaí swooped very quickly onto the area and arrests have been made."
He says residents are living in the fear:
"What we have is in a relatively quiet, older part of Waterford City, that people would know at the top of the town, we have an influx of new people that have no links to area, have no respect for the local community, and basically have a perception of a cheap value of human life. and they're essentially willing to attack people in the middle of the night to get their way."
