An appeal has been lodged with An Bord Pleanála over plans for a hotel in Dungarvan.
Waterford County Council has refused an application for the 40-bed hotel on Davitt's Quay.
The application was submitted by Michael Ryan on the 10th of March this year.
Permission was being sought to knock the existing building on the site and build a seven-storey hotel.
There would also be a deli or café on the ground floor and then a kitchen and bar/restaurant on the sixth floor with outside terrace seating.
However, that application was refused last month and a report by the Irish Examiner says planners cited the impact that the development would have on landmark areas of Dungarvan, including the historic harbour area.
But a report submitted as part of the application on behalf of the developer, highlighted the need for a hotel like this because of a lack of tourism accommodation within Dungarvan Town centre.
It said that if that kind of accommodation isn't increased then there will likely be a decline in the overnight tourist numbers there.
An appeal to the council's refusal has now been lodged with An Bord Pleanála and the case is due to be decided by the 3rd of October.
