An Bórd Pleanála has refused planning for the construction of a Tesco store in Dungarvan.
An application had originally been approved by Waterford City and County Council.
The original application had sought to construct a retail sales, office, storage and cafe area alongside a 165 space car park.
However, an appeal was lodged against the development by Hollybush Properties Unlimited (understood to be part of a large supermarket chain in the town) and the ICAV Property Fund.
The Former Glanbia Site on Richard A. Walsh Street would have been home to the new Tesco store but was subsequently refused.
Dungarvan is the only large urban area in Waterford without a Tesco, with five stores serving the city and Tramore.
The supermarket chain also has its Irish Customer Contact Centre based at Butlerstown in Waterford City.
