Arriving on the scene, Barry O'Connor, search and rescue pilot with Rescue 117, told WLR the aircraft landed on the sand at the water line. He said the aircraft was doing a low level survey, and while the cause of the crash is not known, engine failure is a distinct possibility.
Mr O'Connor described the injuries of the four adults on board as ranging from minor to serious. The casualties were brought to University Hospital Waterford.
The area is currently sealed off with Gardai and emergency services on site.
The Department of Transport's Air Accident Investigation Unit are also en route to the scene.
