New stricter measures may be brought in where people aren’t practising social distancing.
It comes as a male in the east of the country has become the fourth person to die from the coronavirus.
906 people now have Covid 19 here. As of Friday, there were 9 confirmed cases in Waterford.
The National Public Health Emergency Team will meet tomorrow to consider if stricter measures are necessary.
HSE chief executive Paul Reid says people must take personal responsibility when it comes to social distancing.
"I would urge everyone to avoid blaming younger people, that won't win their hearts and minds and it's also unfair.
"We really need to call out all the public, the minority, who are reckless at times and to do the right thing."
Meanwhile, a Waterford TD says it was disappointing to see so many people flocking to beaches and other scenic areas over the weekend.
Pictures emerged yesterday showing tailbacks at most beaches along the Waterford coast, at car parks for the Comeragh mountain trails as well as long queues for ice-cream,
Sinn Fein's David Cullinane is appealing to people to maintain social distancing.
"It is very disappointing to hear that there have been large crowds congregating on Tramore beach and in Tramore itself but also in other locations across Waterford and elsewhere.
It's really important that people practise social distancing, that people adhere to the medical guidelines."

He says shops have a role to play too.
"It's also very important that retailers are ensuring that there aren't large congregations coming into shops, that they protect customers but also protect their staff.
"Everybody needs to do exactly what needs to be done to protect people at this time.
"Listen to the medical experts, adhere to the social distancing guidelines and if we do this we can save lives.
Deputy Cullinane says we don't want to become like Italy and other places where things have got out of control.
"We have to protect our health services, we have to protect our frontline health staff and we also have to protect people who are very vulnerable if they contract this virus.
"Please, please do what you can to protect yourself, your family and others during this difficult time."
