Waterford's David Cullinane says it's vital the government's new coronavirus strategy is clear and doesn't add to any confusion.
The medium-term plan is expected to be finalised when the Cabinet sub-committee on Covid-19 meets later.
It comes as a large increase has been recorded in the number of people in Waterford with Covid-19.
Sunday's figures showed 22 confirmed new cases in the county. It will bring the total since the outbreak began to 253 in Waterford, the total only reached 200 on the 2nd of September.
The Covid-19 plan will be published tomorrow and contain five tiers of restrictions - with level five being similar to lockdown earlier this year.
It's expected Dublin will be placed under stricter rules than the rest of the country due to the recent rise in Covid-19 cases there.
Deputy David Cullinane is Sinn Fein's health spokesperson:
"What we need to do is avoid a kind of snakes and ladders approach in terms of these different phases - of counties going up and down, but no logic, with people not understanding why they're at level two or level three.
"We've seen over the last while where people are confused, I think it goes against the grain of what people are expected to do."
