Micheál Martin has been formally nominated as Taoiseach in a special Dáil sitting at the Convention Centre.
TDs are now debating his appointment ahead of formal votes around lunchtime.
Martin has been proposed by TDs Norma Foley and James O'Connor.
Sinn Féin leader Mary Lou McDonald will also been nominated for the role of Taoiseach by her TDs Pearse Doherty and Mairead Farrell.
Waterford TD Matt Shanahan, says he will be voting in favour of Micheál Martin's nomination for Taoiseach
The Independent says that while the Programme For Government hasn't delivered on some key issues for Waterford, he believes it can be built upon.
"Not withstanding all of the issues that we have in Waterford and I have spoken to soon to be Deputy Martin, I will be supporting his nomination for Taoiseach today. I've had a number of discussions with him previously over the previous weeks and yesterday aswell. We have major issues in Waterford and we still need to sit down and iron out some of these issues that we have and see where Waterford is going to feature in this Programme For Government."
Matt Shanahan believes that Waterford will be represented with a minesterial position today in either FF's Mary Butler and Green Party TD Marc O Cathasaigh in a possible Super Junior Minister role.
"I think there's a very good chance that Waterford will get a minestry position today, if not two, one in Fianna Fail and one in the Greens I'd be hoping for that. Beyond that you have to be in fighting for Waterford and I'm not sure in this government that anybody outside is going to get a whole lot. But at the same time my support will be conditional on getting delivery for Waterford - that's what I stood for."
