Their most recent 14-day epidemiology report, which was published this morning, shows that Waterford now has the third-highest incidence rate in the country.
The 98 confirmed cases equate to an incidence rate of 84.4 per 100,000 population.
Dublin, which was moved to level three restrictions last night, has an incidence rate of 120.9.
Louth is second on the list with a rate of 93.9 followed by Waterford in third.

Elsewhere, there is no change in the number of cases of Covid-19 at University Hospital Waterford.
According to the HSE's Daily Operations Update, there were 2 confirmed cases on-site at 8 o'clock last night.
Three suspected cases were awaiting the results of coronavirus testing at the time.
There were no confirmed or suspected cases in intensive care.
