Drivers in Wexford and Laois have racked up the most penalty points.
Figures released from the Central Statistic Office show that nearly one in five of those with a full or learner's licence have points for breaking the rules of the road.
In Waterford, the figure is 16 percent which is in line with the national average.
Elsewhere only one-in-ten of drivers in Donegal have points on their licence.
The results show that a fifth of the 2.9 million drivers in Ireland have penalty points recorded against them.
