Waterford councillor Joe Conway has missed out on election to the Seanad.
He was excluded on the 13th count for the Cultural and Educational panel.
The Tramore councillor, who was in sixth place after the first count, had racked up 108,000 votes by the thirteenth.
Counting was suspended last night after the 13th count, with no one reaching the 188,000 quota.
It will resume at 9:30 this morning.

A number of outgoing senators and TDs are bidding for election to the five-seater panel.
Fine Gael's Sean Kyne is leading on 180,000, followed in second by his party colleague John McGahon on 175,000.
Sinn Féin's Fintan Warfield on 157,000, Lisa Chambers of Fianna Fáil on 144,000, and the Green Party's Saoirse McHugh on 132,000 make up the top five.
