A delegation from Waterford Council is to meet with the Minister of State for Local Government tomorrow.
Councillors will lobby the government for further funding to fill the hole in its finances.
The local authority was allocated an additional two million euro to help bridge the gap following a revaluation of Irish Water rates.
However, the council is still facing a budget deficit of 1.3 million as a result.
Mayor of Waterford City and County Council is Labour's, John Pratt:
"We've been informed that that meeting is going to ahead tomorrow at 3.30 pm in Leinster House.
"We will have a representation of councillors from all the different parties to attend this event."
He says they didn't request to meet with Minister Eoghan Murphy.
"We're meeting John Paul Phelan because it was Minister Phelan who replied to the last letter.
"We sent it directly to Minister Phelan this time."
