A new plan is being formed that proposes splitting up the FAI with a view to securing €10m a year in Government funding.
The proposal suggests stripping down the responsibilities of the FAI, so that its main focus will be on managing the international teams and elite side of the sport.
State backing would be sought for a new body that would solely look after the grassroots, community and development side.
Before state funding was suspended, the annual contribution to football was €2.9 million.
Minister Shane Ross says he's open to fresh ideas:
"I'm open to talk to anybody who's got constructive suggestions about the FAI because the FAI is a complete and utter basket-case; it's in a very, very dark place at the moment. If we've got people like Brian Kerr and Niall Quinn who are going to make suggestions, I would be very happy to talk to them about it."
