An announcement about Waterford's North Quays project is due this afternoon.
Significant work has been carried out over the past four years by the local authority, politicians and Falcon Real Estate.
The 125,000 square-metre mixed-use development was granted planning permission in July.
However, more than 100 million euro in government funding is required to facilitate the enabling infrastructure.
It's expected there will be positive news for the project following today's cabinet meeting.
Housing Minister Darragh O'Brien and Minister for Transport Eamon Ryan were scheduled to visit the site today.
But, the visit has been cancelled so ministers can vote on the Sinn Féin motion of no confidence in the Tánaiste.
Waterford Minister of State Mary Butler says it's disappointing that it had to be cancelled.
"We were very much looking forward to meeting Minister O'Brien and Minister Ryan, they wanted to walk the North Quays, they wanted to see the site where the proposed development will take place."
She says that all government ministers and TDs have to be present at the vote.
"The Tánaiste did come into the Dáil and explain for over two hours.
"It's incumbent on all government TDs, Ministers and Ministers of State to be present for the vote, that's why the visit of both ministers had to be cancelled."
