A Waterford Senator has used his maiden speech to call for priority to be given to the North Quays project in the July stimulus.
The multi-billion euro 'July stimulus package' is due to be announced within the next fortnight.
A decision is also imminent about planning for the North Quays which includes a hotel, retail units, office block and apartments.
Fine Gael's John Cummins said tomorrow marks a significant milestone for Waterford and the South East saying "a planning decision will issue for a transformative 125,000 sq/m mixed use development on the city's north quays."
He told the Seanad, which was sitting in the Dáil Chamber for the first time since 1987, that "to date the state has allocated €20 million to this development via the URDF & the NTA.
However he added that "a further €90 million is required over the next 4 years to facilitate the infrastructure required and positive commitments have been made in recent times in this regard."
"The return on state investment has been independently verified by Indecon. It will unlock €400 million of private sector investment and create over 2300 direct jobs in an area with a stubbornly high unemployment rate," he said.
Seanator Cummins wants the Minister for Housing Darragh O'Brien to appear before the Seanad
"I believe this project is a litmus test for the NPF and the commitments contained in the programme for government to ensure balanced regional development.
"Waterford & the South East needs this investment and I would ask that you invite Minister O'Brien, who is responsible for the URDF to the house to make a statement on this matter and furthermore ensure that priority is given to this prime shovel ready project in the July Stimulus."
Leader of the Seanad, Regina Doherty, said she hopes the news for Waterford tomorrow is positive.
She said she will write to the ministers who are looking for shovel-ready projects to bring forward into the national development plan.
"Obviously, balanced regional development is something that is very important to this particular government.
"That development would be perfect in the region that it is and I know it would be a huge stimulus so, I will write to the Taoiseach today to express your views," she concluded.
