A masterplan for the former Waterford Crystal site is expected to be unveiled in the springtime.
Some works have taken place to secure the old showrooms in the Ballybeg area.
Responding to questions from Cllr Donal Barry, Senior Planner with Waterford Council Liam McGree said there was positive engagement with the site owner Noel Frisby.
"The planning permission that Frisby's have secured through the council is only just for the old showroom site at the end of the property.
"We're working with them now to develop a masterplan for the development of the entire property. The work's going very well on that and we hope to have something to bring back to council in the Springtime" he said.
McGree also outlined what has been done so far at the site.
"They have begun some work there just to make the buildings secure and safe and remove some of the windows.
"They've also engaged with a firm of urban designers and planning consultants. We are working with them as well in a three-way conversation to look at the overall development of the site and to see how the remainder of the site might be developed" McGree said.
