Waterford's newly elected 32 councillors will meet at City Hall on Friday.
The new Mayor of Waterford City and County Council is set to be elected, along with a Deputy Mayor, while various other positions will also be decided upon.
It's believed that Fine Gael, Fianna Fail and Labour will form a pact alongside four Independent councillors - forming a majority of 20 against 12.
WLR News understands that a Fianna Fail councillor is in line to be elected as the first Mayor of Waterford City and County for the next 12 months.
Speaking on Deise Today, Independent Councillor Donal Barry, who topped the poll in Waterford City South, says he won't be joining any pact as many who voted for him "are not happy with how government parties have treated Waterford over a long number of years".
"I'll be staying Independent and doing my own thing," he said.
Meanwhile, also speaking on Deise Today, Independent Councillor Joe Kelly said he is open to joining a pact, but he added that nothing has yet been finalised.
