Some driving tests will re-start on Monday at 14 centres around the country including Waterford.
The first tests will be limited to truck, bus and motorcycles but car tests are due to resume later in Phase 3 of the country's reopening.
The remaining 38 centres will reopen gradually over the next few weeks.
Drivers will also be given masks to wear during their test and expiring permits will be extended for fourth months.
Meanwhile a Waterford Driving Instructor is calling on the Road Safety Authority to give clarity to instructors as to when they can re-open.
Kieran Kennedy says there is a lot of confusion about when and how driving instructors can resume lessons.
He says there will be a massive backlog of driving tests, which are due to resume the week after phase 4 starts on July 20th.
Kieran Kennedy says the Road Safety Authority, which is the governing body for driving instructors, have passed the buck on this issue.
