The waiting list for the HSE Home Support Service in Waterford has risen by 300 per cent in the last four months.
Waterford TD Mary Butler obtained the figures at the weekend, which show there's been a hike nationally over the summer months.
The service aims to support older people to remain in their own homes for as long as possible.
There are now 124 people in Waterford waiting for Home Support, that's up from 31 before the summer.
Deputy Butler says it's the biggest increase in the country.
The Fianna Fáil spokesperson on older people says patients who are fit to be discharged from hospital are being left in limbo without step-down supports.
"If we could solve the late discharges, it would certainly free up beds throughout the system. People when they're deemed fit to go home, that's all they want to do. They want to go home, they want to be in the safety of their own home and their own family.
"But unfortunately when you don't have the step-down facilities for them, this causes the blockages throughout the whole system."
Deputy Butler's calling on the Minister for Health to carry out a cost-based analysis on whether we're getting value for money.
