A number of complaints from members of the public were made after seeing the anti-abortion material - the 10 foot sign had the words Abortion Kills on it.
Gardaí went to the scene and asked the people to remove the posters, under section 7 of the public order act however the men involved failed to comply with Gardaí.
They were arrested and brought to Waterford Garda Station.
A file will be prepared for the DPP.
