The FAI sought an €18 million bailout from the Government this week.
Sports Minister Shane Ross called it shocking and said the FAI isn't fit to handle public funds.
The associations' finances were the subject of an Oireachtas Committee meeting this morning.
The Sports Minister was there, along with Sport Ireland, but FAI management declined the invitation.
Shane Ross said no public money will go to the FAI until it gets its ship in order, though they will funnel money to grassroots development officers through other means.
The Department will also meet the IRFU tomorrow about the future of the FAI's stake in the Aviva Stadium.
