Multiple applications could lead to construction of 373 homes in Dungarvan

Prominent Waterford businessman Michael Ryan is again seeking planning permission for a major housing development in the Duckspool area of Dungarvan.

Despite having been initially approved by An Bord Pleanala, initial plans were quashed by the High Court in 2023 following numerous objections.

An application for a strategic housing development has been lodged with An Bord Pleanala.

The application was lodged by Michael Ryan on February 11th and seeks to construct 218 residential homes - made up of 176 homes and 42 apartments at Duckspool, Abbeyside, Dungarvan.

An Bord Pleanala have listed the case as a re-activation of an old case, reffering to the case which was quashed by the High Court on account of ecological concerns from a group of local residents.

The planning authority are expected to make a ruling on the new submission by June 3rd of this year.

Initial plans had also catered for a 6-million euro multi-sports complex in nearby Ballinroad which would've become the home of the Waterford ladies' footballers, West Waterford Athletics Club and Dungarvan Hockey Club.

Last week, a planning application was lodged with Waterford City and County Council by S and K Carey Limited for a 155-home development opposite the original Duckspool SHD site.

A decision on that development is due on or before April 16th.

However, in this case - the initial decision regarding the development will rest with Waterford City & County Council as opposed to An Bord Pleanála.

The Large-scale Residential Development (LRD) process was introduced on 17th December 2021 to replace the Strategic Housing Development (SHD) process - which previous developments in the area would have fallen under.

This restores the two-stage planning process, with decision making for LRD applications returning to the local planning authority in the first instance - this being Waterford City and County Council, with the subsequent right of appeal to An Bord Pleanála.

If both developments were given the green light, it would lead to the construction of 373 homes in Dungarvan.
