"Disgusting", is how local Councillor Mary Roche has described the current dog waste situation in Waterford City.
Cllr. Roche says she has witnessed firsthand, how the situation has "exacerbated" itself out of hand.
Speaking at the most recent Metropolitan meeting of Waterford Council, the Social Democrats Councillor says biodegradable bags need to be utilised.
"I have been down on the Riverwalk by the Suir recently, and it is just unbelievable. I know volunteers are doing their best to keep up with it but it isn't fair.
"Plastic bags seem to have exacerbated the situation. They don't biodegrade as you have to dispose of them in other ways, and at least if we had biodegradable ones, it might make the situation that little bit better."
Under the Litter Pollution Acts 1997-2009, dog owners are required to clean up after their dogs foul in public places such as public roads, footpaths, parks, and beaches. Failure to do so can result in an on-the-spot fine of €150."
Cllr. Roche continued to say the council should invest in biodegradable bags to combat the issue, as the current red bags are harmful to the environment.
"Is it possible for us to use biodegradable doggie bags, because people being what they are will under the glare of public scrutiny pick up their dog waste and then ten yards later when nobody is watching, toss it into a tree or over a fence.
"It is really disgusting."
