Local councillors have called for An Bord Pleanála to be scrapped.
'Serial objectors' are continuing to prevent housing developments from taking place in rural Waterford, according to Fianna Fail's Tom Cronin.
He made the comments at the January Dungarvan/Lismore District meeting of Waterford Council.
Councillor Cronin expressed his frustration at the board and the number of 'serial objectors' preventing projects from taking place.
"I don't have any problem with a person with a genuine objection provided that the houses affect them. I'm talking about serial objectors that are coming in from outside objecting, holding up houses that young people in our parishes and county badly, badly need," he said.
He also criticised An Bord Pleanála for delaying projects saying it "has to be got rid of straight away."
"Anything from 12 months to two years wouldn't be unusual for them to be holding up houses for that length of time," Councillor Cronin said.
He wasn't the only councillor with these opinions.
Councillor Seamus O'Donnell also believes that County Waterford is not getting its fair share of new house builds.
He criticised planning objectors and An Bord Pleanala at the same meeting.
He highlighted the lack of housing being built in rural Waterford compared to the city.
"There's about, I'd say, 200 houses built over the past year on the way into the hospital and they're going up 'by the new time', and there's not one house going up in rural Ireland because of objections and people objecting," he said.
