Jim D'Arcy regained a seat for Fine Gael in Waterford City East as Independent candidates attracted significant support.
David Daniels topped the poll in his first campaign since being co-opted in place of his late father Davy, while fellow Independent candidate Declan Barry was also elected on the first count on his first foray into local politics.
Fianna Fail's Adam Wyse improved his share of the votes as he held onto his seat, while Mary Roche of the Social Democrats was also re-elected.
Jim D'Arcy regained a seat for Fine Gael, while Sinn Fein's Pat Fitzgerald also maintained his seat for the next five years.
Cllr. Daniels and Cllr. Barry were elected on Count 1, while Cllr. Fitzgerald was returned on Count 6. Cllr. Wyse was elected on Count 7 and the remaining two seats were filled on Count 10.
