Councillors in Waterford have yet to pass a budget as the clock ticks down.
Their meeting at City Hall began at 3:00 pm and has already been adjourned three times.
Labour, the Green Party and some Independents made several amendments to the budget put forward by CEO Michael Walsh.
They recommended a 2.5 per cent rates increase instead of 5 per cent.
However, that was rejected by councillors by 11 votes to 20.
Fianna Fail, Fine Gael, and five out of six Sinn Fein Councillors voted against the proposals, Declan Clune abstained.
No other budget has been put forward.
