486 people in Waterford have been receiving Jobseeker's Allowance for at least the past 10 years.
A further 607 people in the City and County have been getting the payment for between six and ten years.
The figures from the end of May 2020 show 2,078 are receiving the allowance for less than a year, 950 between one and two years and 994 between three and five years.
The Department of Social Protection pays a maximum of 203 euro a week to people under the scheme.
Nationally, almost 14,000 people have been receiving Jobseeker's Allowance for at least 10 years with almost a third of them (4,033) from Dublin.
Fianna Fáil's social protection spokesman, Willie O'Dea, says the government hasn't put enough emphasis on the long-term unemployed.
"Even if they require training, if they were to go into a class they would need confidence training, they wouldn't have the confidence to go in.
"A lot of the long-term unemployed have issues with homelessness, addition, mental health etc.. You would really need a multidisciplinary approach I think in a special focus on the long-term unemployed."
