Gardaí in Waterford are carrying out checkpoints across the county to ensure anyone who is out is making an essential journey.
New restrictions limit people's movements to completing necessary work, going to the shop or exercise.
Essential workers will be asked to carry ID in case they get stopped.
People driving out to Tramore for a walk have been stopped and turned back already this morning.
Garda Ian Doyle from Tramore Garda Station told WLR News
"We are finding a lot of people coming from Waterford to Tramore for recreational exercise and we are trying to discourage that because it is putting
people at risk.
We just want people to stay at home and protect themselves and their families.
I think people are trying to get out early, to beat the crowds and get out for their early morning walk but it is not advisable. We are hoping that people will
stay at home and take the Governments advice."
