All Ireland Champions Dublin dominate this year's P-W-C All Stars winning seven awards, but Captain Stephen Cluxton misses out.
Jack McCaffey, James McCarthy, Brian Fenton and Ciaran Kilkenny are all honoured for the third time, but Monaghan's Rory Beggan is preferred to Cluxton as goalkeeper.
Beggan is one of six first time winners in the selection, and one of three Monaghan players.
Karl O'Connor and Conor McManus are also named, handing the Farney County their best ever representation.
Colm Cavanagh and Padraigh Hampsey are the only Tyrone players in the selection.
It is the lowest tally for the All Ireland runners up since 2007.
David Clifford is Kerry's sole representative.
Ian Burke represents Galway and Ryan McHugh Donegal.
