Among those taking part were two-time footballer of the year Brian Fenton, Johnny Cooper and Brian Howard.
The players were photographed at the Innisfails GAA club in North Dublin where they carried out drills with a coach overseeing activities.
The incident comes less than 12 hours after GAA HQ issued a notification to clubs and counties enforcing their stance on the return to play plan.
"It is more important than ever that no collective training sessions are held between now and the Government indicated return dates. Breaches in this context will not only be dealt with under our own Rules but would likely put the broader plan to return to activity in serious jeopardy."
Dublin GAA are yet to comment on the report, with Dublin Chairman Michael Seavers saying "its the first I know of it"
