Waterford Councillor seeks stronger anti-social behaviour regulations

A Comeragh district Councillor has proposed a 'three strikes and out' policy to evict troublesome tenants in a bid to encourage good behaviour.

Independent Cllr Declan Clune spoke during this month's Comeragh district meeting of Waterford City and County Council.

At the meeting, the Portlaw based representative described the issues one family is being subject to.

"I had one lady on the phone on Monday evening in tears as she and her young daughters are essentially prisoners in their own home," he said.

Cllr Clune listed some of the incidents such as the slashing of tyres, all-night parties and domestic disputes.

"When the guards go out, they talk to the people causing the trouble but once they have left, that troublesome tenant goes and abuses the neighbour who called the guards in the first place."

The Waterford Council representative stated he is dealing with three different individuals who are being 'terrorised' by neighbours who are Council tenants.

"We've enough people languishing for years on Council housing waiting lists who would love to be housed while on the other hand we have existing tenants who are causing nothing but trouble."

He has called on the Council to take action against anti-social behaviour, with evictions a possibility.

"These troublesome tenants know every trick in the book and are literally laughing at the Council, Gardaí and their victims as they know they will get away with it," Cllr Clune stated.

"I'm proposing a three strikes and you're out policy and if it was seen that we are not afraid to evict troublesome tenants, it might encourage other troublesome tenants to behave."
