Plans to build 39 homes at Duffcarrick in Ardmore have been appealed to An Bord Pleanála.
Councillors voted in October to materially contravene a segment of the County Development Plan to allow for the development to proceed - at a time when there have been ongoing calls for more social and affordable homes in Ardmore.
The decision was subject to 27 conditions.
That decision has now been appealed to An Bord Pleanala - with concerns raised by some locals that the housing plan would do nothing to enhance the area.
Concerns were expressed over the already large number of holiday homes - and it was stated that approval should only be given for each new house on condition it will be occupied by someone with a housing need.
Other issues noted include the height of the proposed houses, water pressure, traffic congestion, conservation and wildlife, and coastal erosion and flooding.
Developer Michael Ryan was granted conditional permission to construct 39 homes, having initially sought permission to build 51.
