Some learner drivers are waiting six months or longer to do a test - including in Dungarvan which is among the locations with long wait times.
The findings were revealed in a survey of 57 test centres across the country, carried out by the Irish Mail on Sunday.
Learner drivers seeking to take a test in Dún Laoghaire and Kilkenny face a waiting time of more than 37 weeks until next September.
Meanwhile, Dungarvan's wait time was found to be 25 weeks - or six months - putting it among the centres with high wait times.
Waterford City fared better in the survey, with a current wait time of 19 weeks.
However, learner drivers in Ennis, County Clare and Newcastle West, County Limerick have to wait just ten weeks.
Reacting to the findings, a spokesman for the Professional Driving Instructors Association said the Road Safety Authority had badly let down learner drivers - particularly in rural areas.
